Says permanent rewards, which includes the cosmetic set since they're overrides, not items? Unless you lose them whenever a new boss is released (similiar to reaper title) and have to kill x of new boss to re-unlock.

Can still see it being a requirement though a very arbitrary one :l

heatley asked mod ryan (i think it was him) on twitter and he confirmed that we don't need the outfit, he posted the puush of the tweet on hlf like 2 days ago
