The name and shame rule is to protect players from malicious, unfair or unfounded rumours/allegations which they aren't around to defend.
A Jagex Moderator addressing a users name in a post concerning action taken against their account doesn't fall in the same category, regardless of whether or not they have immediate access to view it.

Hi,
Anyone who uses languages which could be deemed offensive, hurtful, insulting or otherwise objectionable places their account at risk of being issued offences, which may carry temporary or even permanent mutes & bans.
As has already been mentioned by others, it would not be reasonable to censor the word cancer, though it's still important we ensure that the word cancer, and all words which have the potential to cause offence if misused are regularly monitored and the Code of Conduct enforced where necessary.
I have to hide a number of posts within this thread as they were both extremely distasteful & offensive to this sensitive subject - I hope that this conversation can continue without any blatant attacks at others being made.
