Well the first two times were done at club level in the league so its up to the F.A.'s of the country the incident took place to issue the punishment, they don't have the authority to ban him from international tournaments or even continental tournaments like the Champions League, they can only ban him from their countries football leagues.

Seeing as this incident took place in an international match its up to Fifa to decide the punishment, technically they only have the authority to ban him from international football but its Fifa. Blatter and Platini are best mates, so if Blater said to Plantini I want Suarez banned from UEFA competitions he would go and do it.

Similarly if Blatter wants Suarez banned from club football in the league he would just say to the F.A.'s if you don't ban Suarez from your leagues Fifa wont allow your country to compete in the World Cup.

I was about to say crazy people be crazy, but if he does have a mental disorder, that would be quite rude...but at the same time, if his team/ coach or someone knows about this, shouldn't they have said something by now?
