If the tank is new or isn't too good with switching between weapons constantly then I'd say shield camp. My friend sometimes does dw during zaros but then again.. we have dw seismics so it flies by most of the time. Deflect mage ones are a bit iffy but still sub 5.
Tank should dw for Smoke, Shadow and blood then switch to shield on ice (preferably have 100% adr before she goes into next phase) and use barricade/immort when she does her ice prison attack. 2nd Prison you use barricade/immort again (depending on what you used first) and 3rd is usually the dpser freeing (but it shouldn't get to this part really)
For DPS:
Smoke: You can use defensive abilities (using shield) to build some starter adr which should get you to around 32-40% adr then you can sip an adr flask getting you to over 50% adr allowing you to use a threshold straight away. This isn't really needed but it does help slightly.
Basically keep using con blast as much as possible with wild magic/asphyxiate whenever available. I interrupt the conc blast after the 2nd hit and combo it with a basic.
Shadow: I use an ultimate if available (sunshine for magic and zerk for melee) and wreck havoc on her@
Blood: Pretty much use thresholds (wild magic then asphyxiate) and conc blast etc as much as possible.
Ice: During the minion kill, I tend to activate sunshine mid-kill to build some adr up so I can use the wild magic + asphyxiate combo whilst sunshine is up. I use an adr flask here too.
Zaros: Sunshine if available and use thresholds/basics like before. I don't berserk with melee because she tends to deal a lot of damage which isn't worth it due to her dmg cap.

Oh yea the defensive abilities you can use at start are: Preparation, Resonance, Anticipation, Freedom and Escape/Surge. Make sure to click Fumus before using them though.
Utilising Resonance is very important for a tank too. You can get some awesome heals with it but sometimes she can be annoying and not hit at all when it's active. >.<
Ring of Vigour is your best friend as a tank on the ice phase
Vulnerability helps the blood phase go smoother if you can designate one person to cast that
Nex spawns quicker in instances (so the profit and time saved makes up for the 800k fee)... But she also behaves differently in instances, which sometimes works out to your benefit (stalling ice phase while your friend kills Glacies/helping friend kill Glacies)
