I dont think it goes on a set formula based on combat levels anymore. Just like how combat/slayer xp isn't based on constitution levels anymore

When I used to play rs3 I found bosses dropped effigys a lot more than general slayer creatures.

Do bonds work for it?

Bonds is supposed to work yeah. And I refered a "friend" yesterday and was given the raf scroll on main fairly quickly after subscribing

Like, I had it after subscribing and unlocking fally, taverly and Edgeville loadstones on noob then logging out and back on main.
