Find someone who isn't in a clan and then surround them with Vexes annoyingly (hah, is that why they're called vexes?) until they join so you stop!

Tbh I'd rather have people in clan that everyone knows and can (most of the time) get along with. It prevents drama between members who dislike each other and tbh the reason I left TM was because of how big the clan was, I barely knew anyone there.
It's a shame that smaller clans are severely limited to what they can do with their citadel. .
