It's not so much about the year you maxed. The 2k12-2k13 maxer is just a stereotype that describes players who maxed an account the past couple years in like 100 days of play time and pretend they are knowledgeable due to their level, while in reality they are unfamiliar with the game in depth.
This of course is only a stereotype, because I haven't seen many players act that way. The majority of them don't take unreasonable pride in maxing, and they don't let it affect their ego.
As for being familiar with the game in depth, it's amusing because a lot of maxers around the years 2k9-2k11 who dominate the first pages of hiscores and whatnot are completely unfamiliar with anything other than efficient xp gaining at 99 for 26 skills. Many didn't even know what minigames were until they had to get the songs for comp, others took weeks to do the quests with guides, and some hadn't even heard of the flames of Zammy. Irony much?
