It's that Sun icon. As it hovers and shines 24/7 throughout your entire game play, it just keeps on drying out your luck. Conspiracy theorists claim that this mini-Sun was put there by our masters (Jagex) to help control luck distribution across the game. I must say this theory sounds pretty strong because ever since that icon appeared, I have also "gone dry".

Once the Sun gets removed, we should see some improvement! .
