On the bench in the invention guild (or any of the benches) you have to discover how to level an item up.

Early on you can "discover" how to level an item to 5.. At some point in the level 20s for invention you discover how to level them up to 10, at 60 you can discover for level 15, and at 99 you can get them all the way to 20

Finished s2 of Daredevil
It was awesome as expected but honestly the fight scenes were better in the first season. They used to have better coordination or whatever u call it. Now it was more like just hit and kick, like Arrow.
