I have 2 of each rogue piece. It's not impossible to get.
You just need to Fpf more. Remember to wear your factory outfit, especially the mask, for rubble bonus.

Nope, it wasn't even mine. I don't usually pay much attention to these things as literally only thing I do with the browser is just RS Forums and listening to music on YouTube, but when I realised it had some other profile I deleted that and added my Gmail and that removed everything it had stored in the old one.

It's just so rare that I can't keep motivated to go for it. I have full Factory outfit and I've searched through so much rubble without ever seeing a piece of the Rogue outfit that I simply can't be bothered anymore.
I got two full factory outfits for old prices, and then put about 10k points into Agility.
As far as I know, rubble didn't get changed. You just need a sharp eye and have to get around the arena a lot.
Also remember that rubble is more common when there's more people in the minigame. Back when I did it, there were always at least a few people there, doing daily challenges and so on.

One thing I must say though: rogue outfit is so ugly! Took me some time to get all placeholders, and I never even wear it.
