Usually they tend to invest in youth players that can spend a few years in their youth teams before making it to the first team (too much have been invested in youth in fact, which lead to a transfer ban being imposed on them last year), but they've also had to invest in senior players as good enough players don't come through the academy fast enough for them to stay competitive in their league, cup and champions league every season.

Just in the MLS, there is something called financial fair play that clubs need to abide by though (at least clubs in europe, not sure about other continents).

E: if I recall correctly there is some odd ruling in the Australian A-league where teams can't buy players from each other or something, although there are loopholes that can be exploited. For instance the group that owns Manchester city, New york city fc and Melbourne city fc bought a player from an australian team to Man city, then immediately loaned him out to Melbourne ...

In 2014 Fifa banned them from buying new players for the next two transfer windows following violations in regards to signing players under the age of 18 years.

E: a a transfer window is a period in which clubs are allowed to sign new players: there are two windows per year: a long one between seasons and a shorter one in the middle of the season. The times vary slightly between countries like in scandinavia our seasons end before the winter due to snow and the MLS season runs in the period in which the other popular sports such as NLF are offseason.
