Worst quest reward has to be Devious Minds. It has a hefty 65 smithing requirement which is alot for a 2005 quest and all you get is a bunch of 6k xp.

Back then, 6k XP was probably "OMFG AMAZING". These days, XP has to be in the 100ks to be considered awesome :c .

Ya WGS had insane rewards, imo. That's why it still remains the best quest to have come out. The quest itself was fun and exciting (it took a long time to complete) and you felt well rewarded for it at the end. .
