I believe it's completely random, the rare components you can use by discovering them at higher Invention levels don't really give bad perks though so technically higher invent = better perks.

Plus I believe more rare perks are the only way you can get the higher ranks of certain perks, like Enlightenment 3/Wise 3 etc
