Yes, siphons give experience relative to 2 levels below it if disassembling. A level 10 siphons gives level 8 disassembly experience for example

whats the benifit of going to level 20? does it give any benifit over 10 other then siphon exp?

Zero benefit right now for going over level 12. Perhaps Jagex will add extra weapon level upgrades with upcoming batches but for now, no benefit
