I have yet to see something classify this as an "Elite" skill so I am deeming it nothing but a buzzword. The arbitary 80 stats to train it do not count in my opinion - the xp curve was not needed either. Instead of you needing 80 to use Handcannons you needed 49 instead... What's the difference?
