The Hall of Fame Slayer challenge isn't luck-based (to be offered), it is guaranteed after completing (not skipping) enough tasks. If you're 99 Slayer, you should get it before you've completed 10 normal tasks. If you're 85, it's up to 24 tasks (and it scales with any level in between).
And though gaining dark beast tasks IS based on luck, with preferred targets and VIP tickets and Morvran's diminished assignment list (from Kuradal's) it's manageably so. Yes, a dark beast mask from Treasure Hunter would help a lot, but it's not essential.
It just seems like a waste of points because we're talking about a really low assignment rate (12/244 for dark beasts and 12/244 for elves according to weights).
