Distance > DPS due to frag shot being able to work by you moving 2 steps away from the dragon and since you run 2 squares per tick you can fire an ability the instance you move away.

Time it right and all frag shot hits will do 2x damage and not the first. So while needle strike gives that edge. Nox bow overall is better.
