cos not all change is good. ash was afraid of what pikachu's personality would be like if it evolved, and its evolution was something they can control(since pikachu only evolves w/ a thunder stone) and they eventually made a pact that they'd get stronger w/o pikachu evolving. its sweet :3

B-but Pikachu didn't want to evolve! After failing to beat the 3rd Gym Ash was given a thunderstone to make pikachu evolve into a Raichu to stand a chance against the gymleader, but Pikachu said no and slapped the stone with its tail!
