Staff is actually slightly more damage for two reasons...
Sonic wave gives a 10% accuracy boost to your next attack, and does the same damage as concentrated blast (assuming you cancel after two hits, which I think most people still do? But I'm hearing it's best not to now for some reason...). That 10% accuracy, assuming you need it, can be the difference between your next attack being a 4k or a splash.
Slightly more noticeable is the opening hit with the staff. Wand and orb together add up to the same damage as the staff, however the damage is split between the wand and orb. Doing only auto attack damage, wand is something like 125% + 75% for offhand. When you first click an enemy to attack, most times, you fire off an auto attack before you can get an ability in... Just how it works out.
So if you're using Wand + Singularity, that "opening hit" is 125% damage, versus if you're using a staff that opening hit is 200%. Dual wield has more fashion value for me personally, so I stuck with my wand and singularity... An ugly red ball dripping green goop on a stick isn't exactly appealing

If damage is the only factor you're concerned with (not cosmetic appearance or ability to use a shield), then go with staff and save yourself like 550m
