Looks like the arms being weird has existed since they were introduced in 2011 going by file history ( http://rs.wikia.com/File:Deathcon_t-shirt_equipped.png ). The arms remind me of the choice of having thin or buff arms before body kits were updated with RSHD in 2008 or the EoC change in 2012.

Also just realized Jagex actually has advertisements on fansites (RSW is /a=924/):
