I guess yeah but even 9 months are not enough to justify spending 800m or so on dyes. And that's for just two swords. If you want to mage or range then you won't be using them, and if you want to melee you must only use those (unless you keepsake).

And it might be 91-94 because they'd probably want to take their time to avoid reaching 99 soon, there isn't much room for new gear so they will try to not jump up to 95 immediately. Hi
