This is exactly what I meant, most of my Kuradal blocks are not in his tasks so we should block new tasks.

Also prefer list seems to be a permanent extend list, just like block list is a permanent cancel list. Preferred tasks will be automatically extended when assigned. It appears that extend increases the task count by 20%.
