I've been lucky with ship repairs. I probably have had huge chunks of resources taken from me 7 times in Loop region and never had to pay terracotta. I do have huge stocks of every resource though, like 270k Steel, 100k Jade, etc. I have rudder, hull, and hopefully cannons when two of my ships return in a few hours.
