A screen-shot competition would be very fun.
I see this a lot in various console games, its funny to see what crazy screen-shots people can get.
This would also be a great idea for a weekly competition, maybe on Twitter or Facebook.

I like the screenshot idea too. Another idea that could do well would be a fashion show though. There's some fancy lookin' cats out there.

If I could create any event, it would have to be a multi-combat safe PvP-A-Thon!
This event could take place is many various places throughout RuneScape, including the Duel Arena (with some basic tweaks), Clan Wars, or possibly a completely new area, and that's all off the top of my head.
Having a massive safe PvP event would so good, I'm sure that many players would love to attend!
