To answer your question - It is not the book itself that would determine if quotes from it would be allowed on the Forums, but the context of the quotes.

If what is quoted breaks the Rules of RuneScape and/or the Forum Rules , it would not be allowed.

I think for now it might be fine. Although that could change at any time. You never know with thoughs sorts of threads.
