@Dilbert2001, the player is explaining that the content is bugged for those,

who have completed the Confused Cats task

(persuading Guinea Pig that it is a cat and its relocation to Het's Oasis from Falador park).

The screenshot you had posted in the thread showed that you had not done the task and, therefore, were able to complete The Madness of Medjed task.
