Out of the 2 options, though, it would have to be efficiency. The money will come somehow, and the gear I have is adequate, so money is not my primary concern.
I train skills more with competition in mind. For instance, red chins are usually quite full, so I simply don't hunt them. I also don't buy skills from other players. I save money that way by not competing with all the other people who want <level> <skill> and are willing to pay more than I could.

I like busy places, with lots of banter, so Edgeville or Varrock banks.
I don't like the GE, because of all the scamming and begging and severe lag.
my favorite spot in runescape.... hmmm theres a lot of places i like, personally i find g.e a good spot because the chances are high for me to run into another friend of mine, i also find that ardy is a nice place to just walk around. but overall favorite place to hang out is probly keldagrim, you got your mini games, your quests, your skill training areas, and a lot more.

I'm in Edge a lot cuz it's easy to get to and blah blah same reason anyone is in edge. Plus for banking it's a little less annoying than GE or Varrock west bank. Or it used to be.
I used to love mage trees by Lletya.
Since I got new comp recently though, I'd have to say my favorite places to look at and be in are chaos tunnels (amazing lighting) Zanaris (so many little details to look at I'm still finding new things) and Dg floors (amazing lighting again AND details)

What makes your chosen location so special for you?
i'd say what makes Yanille bank special to me is the relaxing enviroment, people who normally come through yanille are pleasent, and your Chat doesn't go crazy like at the Grand Exchange.
What makes the Grand Exchange special for hanging out with others is that you can multi-task!
I'm normally skilling or trying to get hold of an item whenever I see one of my friends.
