You are correct they are a Fake Staff Member. They do not work for Jagex.
It's a bit late now but you could have reported ingame for Impersonating Jagex staff.
If Jagex want anyone to be Player Moderators then they will only send an InBox message and nowhere else.
I will pass along the name to jagex to deal with it though.
