You can't tell your opponent has a chaotic maul hiding in his inventory, either. The only hint is looking into highscores for 80+ dungeoneering, and that works for herblore, too. Displaying herb level is easy enough.

Skills giving exclusive combat aiding bonuses should be left to prayer and summoning at best.
Herblore is lucky to have such a reward and that is why it should be left out of PvP, non combat skills have never been a factor to why you should avoid someone.
Dungeoneering weapons require combat levels to wield just like any other weapon so it doesn't need to be banned.
