The rule on signatures has always been that they be 4 lines or less. Their signature is 4 lines tall. I'm sure the reason they don't use the newer signature feature is due to the fact it's max 3 lines tall and only 200 characters. I'm sure they're using a script that automatically adds their saved signature to their posts, also it's not a pain to quote it just requires you do delete the signature out of the quote.
