If you feel that your account was issued an offense in error, then you may use the appeal system to contest it (Main Menu > Account > Account Settings > Account Status), provided the offense is one that allows for an appeal.

If you have questions that are not addressed in the My account is banned article, then you may ask those on the Community Led Account Help Forum or you may send a tweet to the @JagexSupport Twitter account, but remember that Jagex will not take appeals or discuss account specifics over Twitter or the forums.
