The search for the most obscure NPC is a difficult one, to be sure...
But fear not, because I'm sure there's one somewhere that's so obscure, that you could conceivably max out all your stats without ever even speaking to anyone who has ever heard about the area where they're purported to live.

I'm delighted to see that Jagex and the admirable fellow Postie Pete decided to bring back the rather loved Postbag ^_^ .
