I have a solution to the wilderness issue.
Give players a choice in game whether or not they want to participate in PVP activities while in the wilderness.
for example a dialog box can pop up when the cross the wilderness ditch. Have it ask a simple question.
"Do you want to participate in PVP today?"
If they answer no-- then the ability for them to attack or be attacked by other players will be disabled.
If they answer yes then the ability for them to attack or be attacked by other players will be enabled.
This option can only be changed at the wilderness ditch or, any other point outside the wilderness. certain time limits also could be established too- like players cannot change more than once in a two hour time period for example.

I plasy RS since 2002 and I can assure you that the old wildy is a million time better than the new one.
