There are two places to have your "photo" made for an avatar.
1. Go to the Makeover Mage, which is located outside the west wall of Falador, near the southwest corner of the city wall. The NPC is Iconis who is in a hut near the makeover mage.
2. If you do dungeoneering, when you are at the "base" or "home teleport" the group gatestone portal can be converted into a photobooth, by building one there. You would need to purchase some materials from the smuggler, or find them in the dungeon to build the photobooth I believe (can't remember if you need logs and ore or not for the photo booth). Once you build the photo booth at the group gatestone portal, take your picture, and voila! you have an avatar.
Note that taking photos is a members only feature.

So I have a question, on January 14th is the actual update going to take place or is that just when voting ends?
thats when the voting ends. if it happens without a month, we will know jagex lied because it will take a lot longer than that to make it happen.

yesturday i think it was u said we couldnt look them up, that only mods could see them and all kinds of crazy stuff. so now we just dont want to look them up?? come on now.
i offered to show you how i knew, but cant say here, but you refused. the other guy did and he didnt come back to argue. he understood i had the facts. frankly my dear, I couldn't give a dam. never had a river to build one on.

maybe but the number yes votes would still most likely be higher even if everyone voted on one account btw you cant say skiller have one account most people who play rs have multiple account.

You said "they" so many times that I'm not sure who your talking about.
furthermore, i read an article that said otherwise.
Gold farming in the game industry that ruining online games, not for winner free things like cars.
