I think that it's quite fair. In fact, I think it's completely fair because with this restriction, name hoarders don't stand a chance at hoarding these names and use them for whatever they do. Besides, 1000 skill total isn't even hard to achieve almost at all... someone did mention that it takes a few continuous hours of playtime to actually get most skills to at least level 30-40 unless your friend was a skiller. There isn't possibly anything better I could suggest because lowering the total skill level requirement only makes it even more vulnerable and easier for new players to have a shot at rare names. Moreover, doing this on a weekend might cause massive lag than what we already experience on a weekday is as bad.
