No, you need to buy a bond with 1000 total level now.
A new made account, not a lower level who wants a name change. I am talking about a namehoarder who just creates new accounts with the free names

Yes, it can be done. A mod confirmed it in the first few pages.

If i'm not wrong you just got "Fearsome" as your name right? I saw this name available but skipped it to try for other names, ended up with "Humour".
