Consideration 'has' been made.
Look at all the Jmods (on Gmt Time) that have been logging in for unscheduled times (overtime) to try and meet you and those players in the same situation.
Sometimes, and I speak from experience...
people are missed through no specific persons fault.
It sucks you're struggling to catch them online.
Are you in a clan?
Add me in game, see if I am online same times as you.
I will let you know as soon as I know there is a jmod available.
No guarantee I know...

Look at mod slayer for example. (and he's just one guy)

you don't really need to get in a be in a "social circle" to be play in this game that the beauty of the game. I been in couple of "clan" i find the clan circle very distasteful. You don't get it, some time when someone is offering something you should have opportunity to enjoy the event with some notice or available times for player on different time zones.
