To be fair, the winning design won't even be in the QA and programmers sights for a while most likely. There's the voting, redesigning it after it wins (whether its just to fit the art style of the game, to fix someones design who wasn't as good at drawing, or drawing out a description), deciding what the creature/thing/whatever will do emote wise, size, etc, and THEN the programming and QA team will get it to create the model and etc etc. So you could argue that the QA team could go on working on the glitches and problems during all this (not saying they will but hey who knows).
Also, there's the fact that generally, the more money a game company has, the better quality output they can give. So for example, if Jagex gets a ton of money from this pet, they can hire more/better employees to help improve game quality. I know they could do the opposite like you said, and fix the problems first before fun stuff, but imo it'd be better for them to potentially have the ability to ensure they can hire/train a great QA team from these kinds of promotions. It's not gonna be an instant thing either, it's going to take time.
I'm not saying that this pet or any other microtransaction based item is gonna suddenly make Jagex the best glitch-fixing game-improving company either. For all I know everything could continue to be as glitchy as ever and nothing changing, in which case is pretty cruddy and I'd probably be on your side, lol.
Also the "work at jagex" statement I made was a little hyperbolic, sorry about that lol. I still stand by my point that by entering this contest you give up your rights to your work, and the money you could have gotten from it. If you don't agree with it, don't enter. It's that simple honestly. If you wanna make money off your art, you could always do commissions from other RS players maybe? Iunno.
