Just make sure that this is more active and permanent than the Clan News tried a few months ago. I would also suggest talking to owners of newspapers in RuneScape:
The Tribune,
The RSB Gazzette,
The RSB Times,
The RSB Herald,
RSB Union News,
AME's Love Shack,
Saskari Times
and others thriving (or not =| ) in different forums. The Tribune spreads three forums, and has been in multiple forums since December of 2008.
I would also suggest providing ideas and topics for the articles you want the players to write.
If you can keep this active, it will turn out great. :)

This sounds great..for people in the forums..but what about the general populace who dont join the forums very often and usually spend their time playing?
varrock has a local paper that no one reads. Why? Because it contains the same thing. Why not add this to the varrock paper as well for those who would like to purchase them and make them stack in the bank...non-tradable of course.
How many people would love to have their story printed..and have it in the varrock paper to have for all time. I'm sure anyone with a flair with words would love it as it would be a great keepsake.
The varrock paper wouldnt have to contain everything that the post does..would be nice if it did but there could be a message at the bottome to visit the forums for "The rest of the story".
It would get people buying the varrock paper to see whats new and possibly bring them into the forums which would be a win/win situation.

good newspapers like:
"the daily G.E alts" (newspaper shows the changes that have happened on the grand exchange without having to go on grand exchange on the rs homepage, you can play and check updates.
"minigame magazine" (shows best item investments for M.A, best worlds for soul wars and best clans for clanwars, castle wars, steal creation and other minigames)
"runescape times" (shows most common rune, arrows, weapons/armour, ect-, and it gives hints about quests like *bring antipots before starting monkey madness*)
"player detecters" a group of players are sent to follow and spy on a random player (20 per world every hour)and they find out what there up to, and see if there high alcing, fletching, cooking, questing ect-, spy group needs a lunar mage that uses spy stat, someone that can use a macaw for looking distances, players with ring of stone, and camo clothes. when they have the info, they report it to the newspaper

¤ The key to any good news paper/letter is that they have continuity. If you look at almost any newspaper from anywhere they all have the same type case, point style, and header format from page one to the last page. They mainly do this to make it easier to find and read what you want.
¤ The question of daily, weekly, or monthly is very tricky. Important articals could stay on the newsletter for a month, like new skills/mini-games. Others like adds and softer news could be updated weekly or daily.
¤ My favorite page of the newspaper is the games section. Really you can't not have a crossword or something along those lines. My big suggestion is to have a reward system for doing the games in the newsletter. This would cause over double the readers to read the newsletter.
¤ As someone who would like to post adds in the newsletter, I would like to know that everything is beening done to gain more readers.
¤ Last, I am hoping this will be in the game itself, as we already have the forums and homepage news. To tell the truth, I never read the homepage for all the updates and such because I have to shoot over it to get to the game. By the time I have picked a world and logged in I'm thinking about someting else, not going backwards.

Well what good is the varok newspaper. Why not make it update weekly or something in game. Telling events, major parties people who have gained 99 this week. Etc.
Anyway I support change and improvement in the game. Would like to see more fun things. I'm constantly seeing and hearing people say they are bored and kids sitting around varok doing nothing but abusing others or talking adult content.
You also need more pmods that arent lazy and actually will spend time to report such offenders. Instead of just wanting the shiny white crown. Esp. on f2p.
