Do the tattoos work like a permanent hairstyle?
Does it unlock the option at the barber shop?
If you use one then change hairstyles can you opt to use it later?
...and so on.

fargirst, when you win the tattoo, its placed in your bank
It's like a helmet, you can put it on and off. So you its no hairstyle. if you put it off, you will get your old hair back.
