I remember being "recruited" by people being in character while skilling on W41. This is one of the critical things that got me into rping when I finally got a membership about a month or two later. I just hopped onto W42 and joined the rping here. They probably weren't even rping as their "main" character, just someone they made up on the spot for that conversation.
I think this is a
very
viable method to recruit, especially if you get a couple of people to join in. Go to some of the events like the Fayre, or a popular skilling/bank area area(bring some friends if you'd like), where there's almost always some people around and have some conversations about the area. Include the people around you, and if they react badly, just back off. You are bound to run into run into a lot of trolls and afkers this way, but those paying attention could be very interested if they are on W42. Why else would they be here if not to rp? (you could probably do this on other worlds too, albeit wit conciderably less success. )
Two of the areas I remember are the wolves near the Burthorpe bank (the other rper was killing them for their bones as a money making method) and the crafting guild. These aren't the best areas, but it was where I first got introduced to roleplaying on runescape. I wouldn't have known about going to Falador to find other roleplay era until either someone told me about it or I stumbled across it on day. Even then, had I had not been introduced, I would not have had the courage to join in because I was so new to rping at the time. Going to a popular slayer area would be a good idea for recruiting because you could make a
legitimate
excuse to be there, especially if your character is a combatant. (Just don't die while still ic. That would be a
tiny
bit embarrassing and bad...)
This is probably the most efficient method I can think of for recruiting other than Lady Thalia's social media plan
