You're aware one of the only council members with troops just uses mindless undead right?
Using animated (not robot, you really should reread your lore on that) was a good idea in this instance due to needing expendable troops. That said it did involve a giant army of not drones surrounding the kinshra fortress so you could actually say the majority was not drones. "The greatest endeavors are achieved because of their selfless intent"
