Like the past three times this has been tried to moderate success but ended up just becoming a breeding ground for certain friend circles? Mhm.

Is that necessarily a bad thing? Even if the various groups hate each other, it still increases the amount of roleplay available for people. So what if these cliques grow? They're not going away anytime soon.

They didn't actually grow or create more roleplay. They just caused more drama.
I am going to break your arm so that the bone juts out and then I will stab you to death with your own insides. I will win this chess game, is what I am saying.

^ That.

What generally happens with these FCs is...

1) Start of the FC. Flood of people, lots of chitter-chatter, some relevant to RP, some not.

2) An RP or two comes of it early.

3) Eventually, as the FC host chooses "moderators" whose jobs it is to kick people that are misbehaving or causing conflict, and it often ends up being a given group of friends who more narrowly define who is in the wrong/right.

4) People end up kicked from the FC more or less because they aren't liked, and others stop coming because it becomes the same faces of the group every time, and those faces generally were not always the most polite/savvy to people with outside opinions.

5) FC eventually fades away because pretty much every friend group in W42 has other ways to communicate.

Very little roleplay ends up suggested/coming to fruition. Of the times people did notify others of a roleplay, it seemed that sadly few of those in the FC at the time would come. It sounds great in theory, but in practice it just hasn't worked.
