The Rising Sun is by far the most used. I personally don't like that you can't get behind the counter and there's no ability to rent rooms and then the sheer amount of NPC*.

However, I see the Jolly Boar, Blue Moon, and Seer's Bar all being fairly used on my travels, and personally use the Jolly Boar or the Pick and Lute in Taverley for roleplays I set up.
