The King

As Misthalin functions as an absolute monarchy, the King is the law of the land.


Royal Cabinet

Seated in the royal cabinet are the King's advisors and key
administrators of the kingdom. The heads of the military,
treasury, diplomacy, and intelligence, all have a place at this table.


Vassals

The vassals of Misthalin, which rule their respective regions,
are free to raise their own levies in times of war and maintain
their own guard forces under their own direction. However,
all must contribute a quarter of their available
manpower to the Royal Army of Varrock.


Merchants

With the Grand Exchange being the most powerful market in the world,
merchants hold a significant amount of power in Varrock. Because of this,
they take priority in meeting with the King on any matters deemed necessary,
but have no powers to raise armed forces of their own and may request that
the Varrock Guard provide escort and security services.

Military


The Royal Army

Misthalin's professional standing army are the levies raised by His Majesty in times of crisis such as in defense of the kingdom or offensive campaigning. The monarch has the sole authority to amass a Royal Army which will consist of mercenaries serving within the kingdom and those militia units which protect their respective territories.


City Guard & Militia

Each city, town, and hamlet, are charged by their liege lord with maintaining their own enforcers for the King's justice. Those liege lords which do not maintain these guard or militia units are subject to punishment by the Crown and may be removed from office.


Mercenaries

Since the Mercenary Protocol during the Misthalin-Morytania War, numerous mercenary companies found their headquarters within the Kingdom of Misthalin. As conflicts with neighboring nations began to settle down, these mercenaries needed a job and the Crown obliged. Mercenary companies must be approved and sanctioned by the Crown to operate in Misthalin and should not exceed the unit numbers of a militia unit. Mercenaries are hired to provide escort to trade caravans, archaeology expeditions, and even serve in the Royal Army.

Despite relative peace between Misthalin and Morytania,
the excursions of wandering creatures still frighten denizens. It's not too naive to
say that even Misthalinians enjoy causing some havoc in the Canifis bar.
The King advises the citizens to refrain from Silvarea but keeps a watchful eye.

Forinthry or The Wilderness -
Bad... just bad.
Due to the threat of roving warbands
near the border of Misthalin and the Forinthry Wall, the King has decreed that all
citizens except under authority of the Crown be advised to stay clear of the northern
border. Despite repeated attempts at peace by numerous parties, negotiations with
terrorists are unacceptable and will likely be rebuffed until the next Age.

Thieves Guild has made Misthalin their home since the Fifth Age... or have they?
With the recent excavations of Senntisten, archaeologists believe they've
uncovered secretive thieves guilds that existed in the Second Age under
the nose of the Zarosian Empire. Put your mattock to the test and be nosy.

The Thieves Guild mostly operates out of the Slums in Varrock but
rumor has it they've cozied up to the Blue Moon Inn as well.
