As Duchess of Sarim, I hereby lift any embargo on Karamjan spirits, narcotics, and spices within my borders, provided that an import tax is paid before unloading the cargo. Foreign merchants may
not
sell the aforementioned wares within my domain without possession of a
Rum License
, which I may provide for a yearly fee. Shopkeepers native to Sarim (or those deemed loyal to the Duchess as such they may be considered so) need not apply for a Rum License if they can provide undeniable family history. If they are found to be in league with a foreign merchant in order to supersede the required license, their right to such trade may be revoked, their wares confiscated, and if the offense is found to be particularly grievous, may lose any assets obtained prior to the stated offense. Those found to be smuggling these exotic wares into Sarim without paying the import tax will have said wares seized by the authorities, but otherwise, no further judicial action shall be taken against the offenders, and they will be released to go about their business.
