Wade makes an excellent point. The Kinshra presence there would be going out of its way to create a uniquely unwelcoming atmosphere for outsiders skulking about (see: crucified to those lovely, lovely trees), non-combatants included. It is a front-line enclave, a toe-hold within Falador itself. So whatever the Godless are disguising themselves as to sneak around, they'll find themselves challenged and either forcibly ejected or captured for interrogation and execution at every turn.
