If she appeared after Luke (I assume you're talking about Nukas/Shady Luke) was invited, then it's likely but only if they're still friends. I haven't been following the "drama" but if they only appeared after that fact, it's a possibility.

Or they are someone totally new and it's not related whatsoever. Hard to tell. People can change. Post history doesn't tell you much either because again, she could have changed the way she spoke over the years (it's been a very long time).

I don't recognise the RSN "Puppy Fren" though so it's not a regular I've ever seen and I'm pretty much on the forums often. .
