It was hard for me to get into initially (well, by initially I really mean ~100 episodes), and sometimes the story felt like it would stand still for a few episodes. But things definitely started to pick up as each arc moved along.
One of my favorite parts of it was how despite how expansive the story was, everything seemed to have some sort of significance and would come together later on. For example, there was an event that seemed very insignificant to the rest of the story in the earlier episodes that proved to be important in the mid 300s. One Piece just seems to leave no stone unturned in the story.
That's just my take on it though, I mean you gotta remember it came out in 1999, so if you're expecting it to start off with the same standards as flashy/attractive anime of today, that's just an impossibility.
