No, Feyris is not the mother of Suzuha. Remember, Amane is the surname of Suzuha's mother. Feyris's true name was mentioned in previous episodes and it had to do with Akibahara (probably spelled it wrong).
Anyways, Steins;Gate episode 16 did tear me apart. It was suffering to see what happen to Suzuha. Blaming herself was just painful to watch and Okabe, in a sense, went mad. He abruptly change timelines to save her and keep his promise of changing the world.
I also spilled my Dr. Pepper prior to watching the episode, what a shame.
